各位老师：根据上级部门专业技术职务评聘有关文件以及《浙江工业大学专业技术职务评聘实施办法（试行）》（浙工大[2021]33号）文件精神，现将国际学院2024年度专业技术职务评聘工作有关事项通知如下：一、评聘范围、条件、程序和材料要求具体要求按《浙江工业大学专业技术职务评聘实施办法（试行）》（浙工大[2021]33号）和《浙江工业大学2024年度专业技术职务评聘工作实施意见》（浙工大人事处〔2024〕21号）执行。二、评聘工作时间安排（一）启动布置（7月5日）1.学校召开2024年专业技术职务评聘工作布置暨政策培训会。2.各二级单位学习、传达专业技术职务评聘有关文件精神，并按照学校要求布置、组织申报工作。（二）个人申报（7月16日前）申报人请尽快联系顾儆老师，加入2024年学院职务评聘工作微信群。申报老师请于7月16日前发送《评聘名册》电子表至邮箱intl@zjut.edu.cn，并填写相应系列《专业技术职务评聘综合考核表》（请用2024附件里的版本）《业绩条件对照表》，准备论文检索证明（参见附件8图书馆开具文献检测指南）、项目证明、获奖证书、职称、学历学位、教师资格证书等佐证材料，登录“浙江工业大学专业技术职务申报与评聘服务平台”（http://172.16.13.195:8080/zjutzcps/index.jsp）进行填报，上传word版本《综合考核表》和电子照片后，点击提交至学院。（三）学院审核与公示（7月16日-7月31日）1.申报人于7月16日前打印系统导出水印版纸质《综合考核表》，学院对申请人资格及申报材料进行审核，汇总申请高级专业技术职务人员的学术重复性文献检测材料电子稿，发送至图书馆。审核工作实行“谁审核，谁签名，谁负责”制度，教学秘书、科研秘书、人事秘书、辅导员负责学院核验工作。国际学院审核工作在7月20日之前完成，具体按照群里通知为准。2.学院将符合申报条件人员的申报材料在学院网站全信息公示不少于5个工作日（预计7月24日-7月31日），公示无异议后将申报材料、资格审查与公示情况、师德师风鉴定结果一并报送人事处（教师工作部）。（四）所在单位（部门）材料报送（8月1日前）各单位将审核通过且公示无异议的申报材料经系统提交至人事处（教师工作部）。同时报送以下纸质材料：1. 评聘名册纸质版和电子版各1份；2.《综合考核表》纸质版1份（从系统导出的带水印版本）；3.《申报基本条件对照表》纸质版1份；4. 破格/优秀人才直报的申请人员提交《破格推荐高级专业技术职务审批表》《业绩突出优秀人才申报高级专业技术职务审批表》《破格申报专业技术职务业绩基本条件对照表》、业绩证明复印件各1份及5位高水平同行专家推荐表。（五）组织破格/优秀人才评审会（9月中旬）学校组建相应评审小组对申请破格人员及优秀人才直报进行评议。申请人员需参加现场答辩，答辩内容为破格申报/直报理由以及教学业绩、学术水平和实际贡献等，包括评审专家问答环节。（六）同行专家学术评议（9月下旬）各单位将申报人员《专业技术职务评聘综合考核表》最终版经系统提交至人事处（教师工作部），并报送申请高级专业技术职务人员的送审材料，所有送审材料不能显示申请人员的姓名，具体要求另行通知。（七）申报人员与材料公示（10月下旬）学校对符合条件的申报人员及申报评审材料（综合考核表）进行网上公示，公示期不少于5个工作日。（八）民意测评（11月上旬）各单位组织全体正高对申报高级专业技术职务人员进行民主评议。（九）教学水平评议与实验技能操作考评（7月-10月）教务处组织教学水平评议，对申报教师系列高级专业技术职务人员（包括“教学为主型”“教学科研型”“科研为主型”三类）开展教学水平评议；实验室资产管理处对申报实验技术系列高级专业技术职务人员进行现场实验技能操作考评。（十）职称领导小组会议（11月中旬）学校召开专业技术职务评聘工作领导小组会议，审定当年度学校各系列专业技术职务评聘计划。（十一）组建考核推荐组会议（11月中旬）学校下达专业技术职务（岗位）推荐指标，各单位、相关职能部门报送专业技术职务评聘考核推荐组名单，组织评聘考核，在学校下达的推荐名额（岗位）内排序推荐，推荐结果公示不少于5个工作日，公示无异议后报送人事处（教师工作部）。（十二）组建学科评议组会议（11月下旬）申报人员通过“浙江省专业技术职务任职资格申报与评审管理服务平台”在线填写信息，学校组建学科评议组，对申报人员的学术水平和综合能力进行评议。（十三）召开评聘委员会（12月）学校召开专业技术职务评聘委会议，对所有申报人员的学术水平和综合能力进行综合评议，确定聘任人选。公示评聘结果，公示期不少于5个工作日。（十四）初聘专业技术职务（次年1月）学校开展初（中）级专业技术职务初聘工作，公示初聘结果，公示期不少于3个工作日。（十五）发文、制作聘书（次年3月）对经公示无异议的拟聘人员，学校发文公布聘任人选，制作任期专业技术职务聘书。以上时间为初步安排，具体时间以通知为准，逾期未提交材料视为放弃。三、材料填写及报送要求申报材料主要分为个人申报材料及单位汇总材料，各项材料由学院根据相关时间节点，按规定要求提交。填写要求详见附件。四、若干具体问题的说明、2024年新规的解读1.申请专业技术职务填报的各类材料截止时间，统一为任现职以来至申报当年6月30日，申报对象的任职年限时间计算到申报当年年底。2.当年从外单位调入人员，在调入次年方可申报高一级专业技术职务。因人才流动从一单位变动到另一单位，专业性质和技术岗位未改变，一年后方可在现单位申请晋升专业技术职务。原任专业技术职务与现聘岗位不相符合的，转岗工作满一年后方可申报同级转聘现岗位相应系列的专业技术职务，转聘一年后方可申请晋升高一级专业技术职务。同级转聘需符合相应系列的申报基本条件和业绩条件，且送审代表性论著必须有1篇（部）是现聘职务后的成果。3.自2024年起，纳入定编定岗范围的教师（研究）系列同行评议未通过者，不再执行学院（部）对“尚未达到”送审意见的会议评议。4.自2024年起，不再执行特别破格的申报。申报一般破格要求近三年，至少有一次同一年度师德考核和年度考核等级皆为“优秀”，或教学业绩考核为优秀。5.2023年6月8日后正式发表的国内学术期刊类别按照《浙江工业大学关于印发国内A、B类学术期刊目录（2023版）的通知》（浙工大发〔2023〕14号）执行。五、同行专家鉴定费申请正高级专业技术职务同行专家鉴定费2000元（5人×400元/人），申请副高级专业技术职务1200元（3人×400元/人）。同行专家鉴定费由申请人自理。附件.zip

旷课通报Notice of Absenteeism  根据各任课老师的考勤统计显示，四月份，以下同学（参考附件一）均出现不同程度的旷课，我们将根据《浙江工业大学来华留学生手册》中的违纪处分办法，对旷课学生给予处分。希望这些同学能够认真反省，积极改正错误，自觉维护良好的教学秩序和课堂纪律；其他学生要以此为戒，严格遵守学校相关规定，自觉养成良好学习习惯。According to the attendance statistics of course teachers, in April, the following students (Refer to Attachment 1) showed varying degrees of truancy.According to the disciplinary measures in the Handbook for ZJUT international students, the students who are absent from class will be given a punishment.                                      2023/2024学年第二学期本科生未报到注册名单通报Notification of undergraduate students not registering for the second semester of 2023/2024 截至3月1日，仍有以下本科生（名单请参考附件）未完成本学期的报到注册，包括未完成尿检、未到国际学院办公室报到以及未缴纳学费等。根据国际学生学籍管理规定，无正当理由两周未报到注册给予退学处分。因此再次提醒，3月7日为本学期报到注册截止日期。As of March 1st, there are still undergraduate students (Please refer to the attachment for the list) who have not completed their registration for this semester, including those who have not completed urine tests, have not come to the International College Office, and have not paid their tuition fees.
